I added to the document just this morning heading COMMANDER -IN -CHIEF and COMMANDER -IN -CHIEF of STATE GOVENOR OFFICES this should bring it in under Military jurisdiction under the Reconstrcution Act

TO THOSE GROUPS WHO ARE NOT GRAND JURIES OR ASSEMBLY MEMBERS...HAVE YOUR GROUP SIGN YOUR STATE AND NAMES ON THE LINES ON THE INDICTMENT FORM.
